Running SQL Server 2000, Service Pack 3a, Hotfix MS03-031 (8.00.818)
on Windows 2000 Server, Service Pack 3:
Whenever I try to add or change the attributes of an existing SQL
Server-authenticated login, I'm prompted to "Confirm new password"
even though I'm not changing the password. Windows-authenticated
logins don't seem to do this.
Any ideas?
Thanks!

The Phoenix CompaniesFrom my understanding the hotfix you mentioned should of
fixed that issue.
Here's more info

Quoting from that knowledge base article:
==============SYMPTOMS
After you install MS03-031: Cumulative Security Patch for
SQL Server, when you make changes to a standard SQL Server
login by using Enterprise Manager, you are prompted for a
password, even if you did not change the password. If you
did not change the password, you cannot successfully close
the dialog box, regardless of the entry that you use.
